The standard computer-graphics reference for an analytic daylight sky colour and luminance model, parameterised by sun position and atmospheric turbidity. Bibliographic details (authors, title, SIGGRAPH '99, pp. 91-100, 1999) verified against the dblp bibliographic record (DBLP:conf/siggraph/PreethamSS99) and the DOI resolves (redirecting to the ACM Digital Library / legacy ACM portal record); the ACM DL page itself could not be fetched directly (403 to automated requests). No patent or licensing encumbrance on the model itself was found in searching; the paper describes an algorithm rather than shipping licensed code, and it has been reimplemented freely by numerous open-source projects. This is a negative finding, an absence of evidence, and no confirmed clearance. hosek-wilkie-2012-sky-dome-radiance is a later model, explicitly built to correct this model's known weaknesses at high turbidity and near sunset, i.e. near the horizon, which is exactly this site's use case; see that source's note for the recommendation between the two.
